It was the creation, non of government, merely of a unloosen affiliation of machine clubs inward Oregon, Washington too British Columbia. The grouping chose an official north-south route too placed signs along the agency identifying it every minute the Pacific Highway. Outside of major cities, the route was fossil oil too unpaved merely navigable. Following is a photograph taken inward 1915 of the route's grand opening along a stretch of highway that was plank paved nearly Seattle.
